The City of St. Cloud (approx. pop. 54,115) is in beautiful, sunny central Florida, approximately 25 miles southeast of Orlando. St. Cloud is located along the southern shore of East Lake Tohopekaliga (18,810 acres), considered one of the best lakes in Florida for bass fishing and often the host of the internationally known Bassmaster Classic. The City of St. Cloud is a burgeoning community, rooted in history and offering an exceptional quality of life.

The City experienced an approximate 45% increase in population from 2010 until 2018 and is a highly desirable address for Orlando area-bound commuters looking for a safer, small-town atmosphere and a quieter pace of life while remaining close to big-city amenities. The City of St. Cloud employs a staff of over 510 full-time and 130 part-time and has a total proposed FY 2019/2020 operating budget of $51 million, with a capital budget of $6 million. The City also has four enterprise funds, Environmental Utilities, Sanitation, and Stormwater. The Environmental Utilities Director reports to the City Manager and oversees approximately 105 FTEs and manages the Water Fund ($13.2 million), the Sewer Fund ($13.9 million), and a five-year projected Capital Improvement Plan of over $100 million. The utility has approximately 25,300 water customers, 21,600 wastewater customers, 4,000 potable water irrigation customers, and 7,800 reclaimed water customers. The City’s Water Utility operates two water plants of 9 MGD and 2 MGD respectively, providing approximately 6 MGD of flow from four wells and one water reclamation facility rated at 7.6 MGD, which is treating about 3.8 MGD per day. Requirements include a bachelor’s degree in Civil or Environmental Engineering or related field, supplemented by six (6) years of progressively responsible experience in the water and/or wastewater utility industry; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Must possess and maintain a State of Florida Professional Engineering License or must obtain licensure within six (6) months of hire. A master’s degree in Engineering, Business, or other related discipline is preferred. Substantial utilities experience in an expanding, high-growth area is desired.
