GENERAL DEFINITION AND CONDITIONS OF WORK
Performs advanced professional and managerial work in directing, coordinating and managing a variety of tasks related to delivery of service to citizens, including duties and projects performed by public works, code compliance, and other personnel as assigned. Demonstrates leadership and professional competence as well as exercises independent judgment in confidential and sensitive areas.


ESSENTIAL FUNCTIONS / TYPICAL TASKS
 Manages public works and code compliance activities and programs with department staff and collaborates with other Town departments,
outside agencies and the public.
 Oversees the preparation of specialized budgets and budget forecasts related to public works and code compliance departments.
 Ensures compliance with all regulatory agency requirements and regulations including DEQ, FERC, VDOH, VDOT, OSHA and others.
 Assists in developing capital improvement plans.
 Provides administrative direction and supervision of public works and code compliance staff.
 Participates in grant applications and contract administration.
 Confers and makes recommendations to the Town Manager regarding projects, programs, contracts and bids.
 Investigates public concerns and provides information in a professional, timely and courteous manner.


KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of organizational management practices, principles of budget development and administration, engineering principles and practices as applied to the field of public works.
Knowledge of government accounting and financial practices.
Awareness of current trends in public works facility design, development, maintenance and operation.
Ability to supervise and assist in career development/training of subordinates.
In-depth knowledge of public works functions including construction, fleet and facilities maintenance, street maintenance, utilities (water and sewer), parks, cemeteries, safety, code compliance and waste management.


EDUCATION AND EXPERIENCE
Bachelors degree from an accredited college or university in engineering, construction management, business administration, public administration, or related field, preferably in the public sector, with at least 10 years of progressively responsible experience.
