BASIC FUNCTION: The Public Works Director performs highly responsible administrative work in directing all public works activities.

$90,584 - $117,832

1. Direct the daily activities of major divisions of the department; including water/wastewater utilities, garage, streets, drainage, building inspection/code enforcement and sanitation departments.
2. Direct the development of budget requests for the divisions of Public Works; review and approve purchases; carry out policies and procedures related to department activities; prepare reports and conduct surveys and research for assigned areas.
3. Prepare departmental operating budgets and confer with the City Manager on formulating the City’s Capital Improvement Program.
4. Plan for current and long-range public works developments, prepare design schemes and estimate costs of projects, approve requisitions for material and supplies, approve payroll and invoices for payment, assign and reassign personnel, plan work procedures and confer with subordinates as appropriate.
5. Counsel staff on policy matters, methods and procedures and maintain responsibility for disciplinary action of personnel.
6. Maintain contact with the public through speeches, various news media, and by informing and answering questions from the general public about the City’s various public works programs and activities.
7. Perform other related duties as assigned.

TYPICAL DECISIONS: The Public Works Director is under administrative direction of the City Manager and is responsible for the efficient economic development, construction, operation and maintenance of a wide variety of municipal public works projects. Responsibilities include direction of water/wastewater utilities, garage, streets, drainage, building inspection/code enforcement and sanitation departments.


Knowledge: Comprehensive knowledge of the principles and practices of civil engineering as applied to the administration of diversified public works activities; laws and regulations relating to departmental activities; administrative techniques with regard to public works, planning and development; good knowledge of modern principles and practices of public administration.

Skills: Ability to review the work of professional and sub-professional technicians; accurately coordinate the activities of a number of subordinates engaged in supervising a variety of activities and programs; write specifications for equipment; prepare and read maps and blueprints; read, understand and transmit moderately complex instructions in a clear and precise manner; present ideas clearly and effectively orally and in writing; apply and intercept departmental policies and procedures; establish and maintain effective working relationships with other municipal officials, governmental agencies, fellow employees and the general public.

Education: Bachelor’s Degree in Engineering or related field.

Experience: Five years of paid full-time employment as a supervisor in a public works department or five years of paid full-time employment in utility/street or highway construction work, three years of which must have been in a responsible supervisory capacity or any equivalent combination of training and experience that provides the required knowledge, skills and abilities.

Licenses and Certificates: Texas class C driver’s license.

NOTE: Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above-specified education and experience requirements.
