General Description: Specialized administrative and supervisory work involving the management of solid waste disposal facilities with respect to State and Federal compliance regulations, service agreements or contracts, and public needs.

Essential Job Functions: Under the guidance of the Assistant County Administrator, Public Infrastructure, provides visionary leadership for all aspects of Pasco County’s Solid Waste program. Responsible for implementing all applicable strategic objectives as outlined in the County’s Strategic Plan. Develops the departmental business plan and ensures alignment with applicable objectives and key performance indicators. Plans and directs team member activities related to County–operated solid waste management facilities. Acts as the service agreement administrator and liaison with the contract operators, in their operation of the Resource Recovery Facility and the Biosolids Facility. Trains and mentors subordinate team members, hires new team members, and evaluates work performance. Leads the development of new solid waste management facilities, annual and multi-year operations and capital budgets, and long-term plans, with the objective of maximizing the life expectancy of the County’s solid waste assets. Prepares reports related to solid waste management and other key performance indicators as required by administration or regulation. Makes sound recommendations on operational and financial matters related to the solid waste business unit. Tracking of current and proposed environmental legislation which directly or indirectly all aspects of solid waste operations. Performs related work as required.

Knowledge, Skills and Abilities:
Working knowledge and skill in the application of the principles of biological and physical sciences.
Working knowledge in the operational and regulatory aspects of solid waste management and disposal.
Ability to interpret and utilize data related to solid waste budgets, rates, and other financial information.
Ability to read and interpret topographic and aerial maps, blueprints, diagrams, and sketches.
Ability to present ideas, concepts, and facts in a clear, concise manner in written, oral, or graphic form.
Ability to establish and maintain effective working relationships with co-workers, outside agencies, and the general public.
Ability to lead and mentor subordinate team members and to participate in complex environmental quality and management studies or elements thereof, and to analyze information and formulate substantive recommendations based upon such studies.
Understanding of Sterling principles.

Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and written communication. Limited field work required.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in biological/physical sciences, environmental pollution control, conservation of natural resources, environmental engineering, or a related field. A minimum of five (5) years professional work experience in the operation, permitting, and/or enforcement of regulatory agency rules and regulations pertaining to solid waste management facilities.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Florida Professional Engineer License preferred.
