Nestled between the Atlantic Ocean and the Intracoastal Waterway, the City of Flagler Beach, Florida, is a unique seaside community that offers six miles of sparkling, uncrowded beaches, a classic fishing pier, beachside shops, waterfront restaurants and natural parks for its over 5,300 residents and hundreds of thousands of annual visitors. Located on the Northeast Coast of Florida, the City is twenty miles north of Daytona Beach and just over 30 miles south of St. Augustine and conveniently situated roughly equal distance between Orlando and Jacksonville for convenient access to larger metropolitan areas. 

 

Flagler Beach operates under a Council/Manager form of government with the legislative authority vested in the 5-Member Mayor and City Commission. The Mayor & City Commission appoints the City Manager who is responsible for the day-to-day operation of the City. Reporting to the City Manager, the City Engineer is responsible for administrative management, technical planning, review, and operational control of the City’s infrastructure including water and wastewater treatment, collection, and distribution systems ($18.9M), streets ($663K), stormwater ($3.8M), sanitation ($1.8M), and buildings & grounds ($604K). Overall capital projects to be overseen by the City Engineer in FY 2024 total $19.4M across the City’s various Departments.

 

Flagler Beach is seeking an authentic servant leader, with demonstrated skills in overseeing public works, utility, and facility maintenance operations and possessing excellent judgment, discretion, and customer relations. The ideal City Engineer should be an outstanding communicator with diverse groups including elected officials, employees, and individuals of varying socio-economic, educational, and technical backgrounds. Lastly, candidates should have the ability to grasp the “big picture” of local government operations, even understanding the functions of non-oversight Departments in order to serve as Acting City Manager as needed.

 

The City Engineer position requires graduation from an accredited college or university with a Bachelor’s degree in Civil, Mechanical, Chemical, or Sanitary Engineering; or other appropriate job-related fields. Candidates should possess at least seven (7) years’ progressively responsible experience in water, wastewater, or stormwater systems or environmental regulatory agency servicing a population of not less than 5,000, which includes at least three (3) years’ experience in a supervisory capacity. Experience must include administrative, operational, and technical responsibilities in the water, wastewater, or stormwater fields. Project Management certification and NIMS training/certification considered a plus. Registration as a Professional Engineer in Florida (or ability to attain within a reasonable period) and possession/ability to attain a valid State of Florida driver’s license are required.

 

Flagler Beach offers a competitive salary and benefits package with a desired starting salary range of $150,000 - $160,000, commensurate with qualifications and experience, coupled with a full range of insurance, leave, and other benefits. The City fully pays the cost of the Employee’s premium for health care benefits, and the organization’s defined-contribution retirement plan is administered by MissionSquare (formerly ICMA-RC) with 100% vesting on the employee’s first day of employment with an Employer match of 6.5% of base salary.
